There was something about Lycan Ville and Moon Claw pack. They had their laws and legal system. Some of them were adopted from the humans, a few who lived in Lycan Ville.

Although the Alphas and council members controlled everything, the law was an individual body. It was how they maintained balance but it didn't mean that the Alphas weren't feared and respected.
