
Theron's hand found Sera's. Through the bond, she felt his shock mirror her own.
Dying. Sebastian claimed he was dying.
But Theron was standing right here. Healthy. Strong. The desperation bond had stabilized. The modified connection was working.
Unless it wasn't.
"Explain yourself," Vex commanded. His voice cut through the chaos. "You claim Alpha Blackwood is dying despite the modified bond?"
"I do." Sebastian's smile widened. "The desperation bond requires complete connection to function. Ms. Ashford's modification her precious boundaries prevents full healing. She's keeping him alive. But not healed. Every day, his wolf weakens. Six months, he'll be dead."
"That's a lie," Sera said. Her voice was steady despite the fear. "Theron is fine. The healers confirmed "
"Temporary stabilization. Not permanent cure." Sebastian pulled up medical data. "These are scans from his own pack healer. Showing degradation."
Sera looked at the projection. Medical charts. Wolf vitality readings. A downward trend. Subtle but present. Like watching a battery slowly drain.
"Manipulated data," Marcus said. His voice was hard. "Those readings are from before the bond stabilized."
"Are they?" Sebastian gestured to the dates. Day Seven. Yesterday. "Submitted this morning by your own pack healer. Dr. Chen."
Sera's blood ran cold. Dr. Chen their healer had betrayed them.
"Dr. Chen's readings show what Ms. Ashford won't admit," Sebastian continued. "Her modified bond is temporary. Alpha Blackwood will die within six months. Her entire argument falls apart."
"Even if true," Sera said, "it doesn't invalidate reformation. Eight Lunas will testify to harm from traditional bonds. My situation is one case."
"But it's the flagship case," Vex said quietly. "You based your presentation on your modified bond's success. If it's failing "
"It's not failing."
"Then explain the data."
Through the bond, Sera felt Theron searching inside himself. Testing. Finding uncertainty. Was he weaker? Maybe. He'd attributed it to stress. But if Sebastian was right
"The data could be accurate and still not mean what Sebastian claims," Astra interjected. "Degradation this minor could be normal fluctuation. Stress response."
"Could be," Sebastian agreed. "Or the beginning of end. Do you want to bet werewolf society on 'could be'?"
He addressed the Council. "Reformation assumes modified bonds work as well as traditional ones. But Ms. Ashford's bond is one week old. We have no long-term data. No proof it won't fail catastrophically."
"Traditional bonds became standard through tradition, not evidence," Helena pointed out sharply.
"Traditional bonds have four hundred years of evidence. Modified bonds have one failing example." Sebastian's voice was reasonable. Dangerous. "I'm arguing for caution. Study Ms. Ashford's bond for a year. If Theron survives if it proves stable then discuss reformation. Rushing into system-wide change based on one week? Irresponsible."
Murmurs of agreement. Sebastian was winning.
"Unless Ms. Ashford converts to traditional bond right now. Complete the connection. Heal Theron properly. Wait one year. Prove she prioritizes his survival over ideology."
Trap. Accept and lose reformation forever. Refuse and look selfish.
"The modified bond is stable," Theron said. Strong. Certain. "I feel fine."
"Can you prove it?" Vex interrupted. "With data. Healer testimony contradicting Dr. Chen?"
Silence. They couldn't. Dr. Chen was their healer.
He'd betrayed them.
"We need a recess," Moira said. "This requires investigation. Independent healers should examine Alpha Blackwood."
"Agreed," Helena said immediately.
Vex nodded. "Two-hour recess. Medical verification. Reconvene at three."
The gavel struck.
Theron pulled Sera aside. "How are you feeling?" she asked quietly. "Truth."
He focused inward. Testing. "Tired. Stress from preparation "
"Or bond failure."
"Or stress," he insisted. "I don't feel like I'm dying."
"But you can't be sure."
"No." Honest. "I can't."
"We need independent verification," Astra said. "Healers with no coalition ties."
"I know someone," Moira appeared. "Neutral territory healer. Thirty minutes away. I can have her here in forty-five if you trust me."
"Why help us?" Theron asked.
"Sebastian's playing dirty. Using compromised data. I don't like his methods." Moira's expression was hard. "You deserve fair hearing."
"Thank you."
"Don't thank me yet. If the healer confirms Chen's findings if Theron's dying reformation dies with him." Moira's eyes were firm. "Two hours. Be ready."
Marcus was already calling contacts. Astra analyzing data.
Sera stood in controlled chaos, feeling everything slip away.
"Talk to me," Theron said quietly. "What are you thinking?"
"Sebastian outplayed us. Planted a spy. Timed the reveal perfectly." Sera's voice was flat. "Even if the healer clears you, doubt is planted. Council will delay reformation indefinitely."
"So what do we do?"
"Find a third option. Like we always do."
They found Dr. Chen in the waiting room. Nervous. Guilty.
Marcus grabbed his collar. Slammed him against the wall. "You sold us out."
"I didn't have choice he threatened my mate!" Chen's voice broke. "She's in Silver Ridge. He said he'd kill her "
"Astra," Theron said. "Track down Chen's mate. Silver Ridge. Get her out. Bring her to Blackwood. Now."
"On it."
"The data you gave Sebastian," Sera said. "Is it real?"
"Yes. But misleading. Minor degradation. Within normal stress variance. I told Sebastian. He ignored it. Used numbers out of context."
"Can you testify?"
"If I do, he'll kill my mate."
"If you don't, reformation fails. Lunas stay trapped. Your mate included." Sera stepped closer. "You're a healer. You know what forced bonds do. Do you want that system to continue?"
Chen's hands shook. "No. But my mate "
"Will be safe. Protected in Blackwood territory within the hour." Sera held his eyes. "Now choose."
Silence.
Then, quietly: "I'll testify. Truth. Full context. After my mate is confirmed safe."
"Fair." Theron called pack security. "Double guard on the healer's mate. Priority one."
Chen nodded. Relief and fear warring.
"Why didn't you come to us?" Marcus asked.
"I tried. Sebastian has watchers. Every time I got close, someone appeared." Chen's voice was broken. "I'm sorry."
"Fix it," Theron said. "Testify. Tell the Council what those readings mean. Help us win."
"I will. I swear it."
The independent healer arrived thirty-five minutes later.
Dr. Yuki. Small. Ancient. No-nonsense. Neutral. Respected.
She examined Theron without speaking. Ran tests. Compared data.
Fifteen minutes. Felt like hours.
Finally, she straightened. "Alpha Blackwood. Your wolf is tired. Stressed. But not dying. Degradation is within normal variance for political pressure."
Relief flooded through Sera.
"The modified bond is stable?" Sera asked.
"Stable. Unusual. Functional." Dr. Yuki looked at Sera with interest. "Fascinating work. Alpha Blackwood is healthy. Dr. Chen's readings were accurate but out of context. Weaponized."
"Will you testify?"
"Of course. I don't like medical data manipulated for politics. Violates healer ethics." Dr. Yuki's expression was severe. "When?"
"One hour. Three PM."
"I'll be ready."
Sera felt pieces coming together. Chen's testimony. Yuki's verification. Statistical evidence.
They could still win.
"We need to address long-term concerns," Astra said. "Sebastian's right we lack years of data. We acknowledge it. Offer solutions."
"Like what?"
"Probationary period. Reformed bonds monitored for first year. Adjust if needed. Shows responsibility." Astra sent the proposal. "Compromise without surrendering principles."
Sera read it. Solid. Practical.
"We use this," she decided. "Counter Sebastian's data. Acknowledge limitations. Offer solutions. Show we're careful reformers, not reckless revolutionaries."
"They'll still vote against us," Marcus said.
"Maybe. But we make them work for it." Sera looked at the others. "If we lose, we lose fighting."
"Agreed."
Through the bond, determination. United.
Three PM. Council reconvened.
The observation gallery was packed. This wasn't just a hearing it was the future of werewolf society.
Sera stood with Theron. Witnesses behind them. Chen. Yuki. Eight Lunas. Astra. Marcus.
Sebastian stood opposite. Coalition behind him. Confident.
Vex spoke. "We've reviewed the medical dispute. Dr. Yuki your findings?"
Dr. Yuki presented data. Clinical. Clear. "Alpha Blackwood is healthy. Modified bond stable. Dr. Chen's readings accurate but miscontextual."
"Dr. Chen? Do you agree?"
Chen stood. Shaking but clear. "Yes. Minor fluctuations. Normal stress variance. Alpha Sebastian requested I emphasize degradation. Minimize context. I complied under duress."
Sebastian's expression went cold.
"Under duress? Explain."
"My mate was threatened. Held in Silver Ridge. Told she'd be killed if I didn't cooperate." Chen looked at Sebastian. "Alpha Sebastian used my mate as leverage for compromised testimony."
Chaos. Gallery erupted. Helena looked furious.
Vex's gavel struck. Silence returned.
"Alpha Sebastian. Did you threaten Dr. Chen's mate?"
"I ensured she was safe Dr. Chen misunderstood "
"My mate is now in Blackwood territory," Chen interrupted. "Alpha Theron extracted her. She confirmed the threats."
Sebastian's defense crumbled.
"This hearing is compromised," Helena said. Hard. Angry. "Coalition tactics are unethical. I move we disqualify Sebastian's testimony. Vote purely on Ms. Ashford's evidence."
"Seconded," Torres said.
Vex looked at Sebastian. Long. Assessing. "You've embarrassed this Council. Undermined proceedings. Whatever your position, this behavior is unacceptable."
"I was protecting "
"You were cheating." Vex's voice cut like a blade. "You've made Ms. Ashford's argument for her. If tradition requires dirty tactics to defend, perhaps it's not worth defending."
Sebastian went white.
"We vote," Vex declared. "On reformation. Based on Ms. Ashford's evidence. Statistical data. Luna testimony. Probationary period."
He looked at Sera. "You've made your case. Now we decide."
"All in favor raise your hand."
Silence. Absolute.
Helena's hand rose. Firm.
Torres followed.
Two votes.
Chen raised his hand.
Three votes.
Kowalski looked torn. Then her hand rose. Trembling.
Four votes. Exactly needed.
But Vex hadn't voted. Face unreadable.
"Vex?" Helena prompted.
"I'm considering. Compelling evidence. Good data. But change this fundamental has consequences. I've survived three centuries being cautious."
Sera's heart sank.
"However " Vex continued. "Sebastian's behavior demonstrated something important. Those defending tradition are so desperate they'll resort to blackmail. Which suggests the system is more fragile than they admit."
His hand rose. Slowly.
"Five votes in favor. Reformation passes. Modified mate bonds now legal alternatives. Probationary period begins. We reconvene in twelve months."
The gavel struck.
Gallery exploded. Cheering. Shouting. Sebastian's roar.
Sera stood frozen. They'd won.
Through the bond, Theron's joy crashed into her.
He pulled her close. "You did it."
"We did it. Together."
The celebration lasted thirty seconds.
Sebastian's voice cut through. "This isn't over."
He stood in the gallery. Coalition behind him. Rage in his eyes.
"You've passed reformation. But made enemies. Every Alpha depending on traditional bonds they'll fight this. Fight you."
He pointed at Sera. "You've started a war. Wars have casualties."
"Is that a threat?" Vex asked. Cold.
"A prediction. Ms. Ashford is a symbol. The wolf who broke tradition. Symbols attract violence. How many assassins will target her? How many Alphas will see killing her as preserving the old ways?"
He turned to leave. Paused. "Sleep well, Luna Ashford. While you can. Because tradition doesn't die easily. And neither do we."
He was gone.
Silence settled.
Sera had won reformation.
But painted a target on her back.
The war was just beginning.
